PPP crucial in Zim infrastructural re-building

The Eighth Parliament of Zimbabwe is expected to expedite debate on the Public, Private Partnership Bill which if passed into law will spearhead the mobilization of resources for critical programmes of public infrastructure, a Government official has said.

Primary and Secondary Education Deputy Minister, Professor Paul Mavhima said this at the just ended fifth edition of the Zimbabwe Mining and Infrastructure Indaba in Harare yesterday.

Prof Mavhima has vast experience in the field of PPPs and was presenting a paper on "Restating the case for PPPs in Zimbabwe."

"We currently have a draft PPP policy on the rationale, institutional framework, roles and responsibilities and approval processes for the partnerships and this document is currently with the Attorney general's office where it is undergoing legislative review.

"Thereafter we expect the AG's office to make recommendations that will enable the PPP to be regulated under a particular Act," he said.

Prof Mavhima added that the country is in dire need of infrastructural re-birth as it is recovering from lost ground during the hyper-inflationary period that made it virtually incapacitated Government to provide service.

The PPP Bill together with establishment of a Sovereign Wealth Fund are being targeted by Government as vehicles for mobilising resources for critical programmes of public infrastructure, irrigation and national development.
