Zimra appoints Zinara to collect taxes from kombis

The Zimbabwe Revenue Authority (ZIMRA) has officially appointed the Zimbabwe National Road Administration (ZINARA) as its agent for collecting presumptive taxes from selected transport operators, a move aimed at formalising tax compliance within the sector.

Announced through Public Notice 51 of 2025 on 5 September, the directive targets commuter omnibuses, taxi-cabs, driving schools, and goods vehicles, many of which have historically operated outside the formal tax system. Under the new arrangement, monthly taxes will vary depending on the vehicle type and capacity. Commuter omnibuses will pay between US$50 and US$100, depending on passenger numbers, while taxi-cabs with a capacity of up to seven passengers will pay US$35. Driving schools will be required to pay US$50 for Class 4 vehicles and US$100 for Classes 1 and 2. Goods vehicles will also be taxed according to weight, with vehicles weighing between 10 and 20 tonnes paying US$200, while those exceeding 20 tonnes will be charged US$500 per month. Vehicles under 10 tonnes towing trailers with a combined weight of 15 to 20 tonnes will also incur a US$500 monthly levy.

ZIMRA stressed that no operating licence will be issued unless the presumptive tax is paid or a valid tax clearance certificate is produced. All payments must be made in local currency at the official exchange rate on the day of payment, regardless of the currency used in trade.

The new measure is part of broader efforts to broaden the tax base, formalise previously untaxed operators, and ensure compliance with national revenue obligations. By partnering with ZINARA, the authority aims to streamline tax collection, making it more efficient and accountable while strengthening the financial sustainability of Zimbabwe's transport sector.
