The Zimbabwe National Road Administration (ZINARA) has introduced a flexible payment plan to help vehicle owners clear outstanding licensing arrears and penalties while keeping their vehicles licensed. The initiative, announced on October 15, 2025, will run until December 15, 2025.
According to ZINARA, the scheme is designed for customers who owe at least US$400 in arrears and penalties, particularly those with more than five unpaid terms. Pensioners with arrears exceeding five terms will also qualify, regardless of the amount owed.
In a statement, the authority said the new arrangement aims to ease the financial burden on motorists and encourage compliance. "ZINARA is pleased to announce the introduction of a flexible payment plan option for our licensing customers who are in arrears and would like to start clearing their balances," it said.
Under the plan, arrears and penalties will be divided into three instalments, each accompanied by the current term's licensing fee or exemption renewal. In the first phase, customers must pay their current licensing fee plus 40 percent of their outstanding arrears and penalties. The second phase requires the licensing fee plus 35 percent of the remaining balance, while the third and final phase clears the last 25 percent. Motorists who default at any stage will be disqualified and barred from rejoining the facility.
The offer is available at all ZINARA licensing offices across the country. Applicants are required to present a copy of their national ID, proof of residence, and the vehicle registration book in their name. If the vehicle is not registered in their name, a valid agreement of sale must be provided.
ZINARA also reminded motorists already on the flexible plan to continue clearing their arrears into next year, adding that no new applications will be accepted after December 15, 2025.
