Gaps in Zimbabwe's devolution implementation exposed

A new report on Zimbabwe's devolution programme has revealed that women are being sidelined in key decision-making processes at the local government level.

The study, conducted by the Zimbabwe Women's Resource Centre and Network (ZWRCN), found that women's voices are often excluded in budget allocations and development planning.

"Despite constitutional provisions for gender equality, women remain underrepresented in provincial and district structures. This results in policies that fail to address their needs," said ZWRCN director Margaret Mutsamvi.

The report calls for stronger enforcement of gender quotas and increased training for female leaders in local government. It also highlights cases where women have been excluded from resource allocation, particularly in agriculture and health projects.

Gender activists say genuine devolution cannot be achieved without inclusivity. "If women are left out, development will not reflect the realities of half the population," said activist Everjoy Dube.

Government has pledged to review the findings and ensure gender-sensitive policies are integrated into the devolution framework.
