Harare adopts ERP system

The City of Harare has officially rolled out a new Enterprise Resource Planning (ERP) system, a development described as a turning point in efforts to modernise council operations, improve transparency and strengthen service delivery.

Mayor Councillor Jacob Mafume announced the adoption at a full council meeting yesterday, saying the move was critical in restoring public confidence in the city's administration.

The ERP system will integrate core municipal functions such as financial management, human resources and supply chain operations. By digitising these processes, the council expects to streamline service delivery, eliminate revenue leakages and issue more accurate billing to residents.

City officials confirmed that an agreement had been signed with service provider BIQ and assured councillors that the system would be fully operational without disruptions once the rollout is complete.

For years, the local authority has been criticised for using outdated manual accounting systems, which have been linked to inefficiencies, lost revenue and poor accountability. The new ERP system is expected to address these weaknesses and modernise how the city manages its resources.

Mayor Mafume said one of the immediate priorities was to use the platform to trace missing funds flagged by the Auditor-General's Office and ensure ratepayers receive accurate bills. He also revealed that additional IT packages would be introduced to further enhance service delivery.

"With this system in place, the City of Harare is entering a new era of efficiency, transparency and accountability," Mafume said. "This development will ultimately benefit residents and stakeholders across the capital."
